Sheriff's investigator says in the story that the unidentified boy is too old to be Elias, and that authorities determined Elias was adopted through Catholic Charities.
The story tells how for two years, the grandmother wondered whether her grandson was the unidentified boy. The story ends with her finding out, on the eve of the unidentified boy's burial, that he is not.

Sorry for the misunderstanding. I am the editor/moderator, and I was responding to Margaret's question about DNA testing.
The most realistic scenario I've been able to come up with is the remains are from the child of some illegal Mexican migrant workers who came to the area and were living completely "off the grid". With no paperwork to follow them or any record of their existence it seems possible for a child to be completely unaccounted for. Given this scenario it still seems very strange why they would never report him missing. Surely whatever penalties an illegal alien would incur by going to the authorities and having to admit their lack of citizenship would be trumped by the potential of getting your child back?
So very strange...
