"Dear Sergeant Ness, I have a 1929 Plymouth which was manufactured with out seat belts - I under stand that I do not have to install them for an adult to drive/ride in the vehicle - do they have to be installed for my kids to ride in this vehicle?"

You are correct Scott, that the seat belt law for adults (625 ILCS 5/12-603.1) provides an exception for your vehicle if it was not originally equipped with seat belts. However, the Child Passenger safety section is an entirely different law, under 625 ILCS 25/4. It contains no such exception, so my interpretation of the law is that you must comply, and have restraint systems in place for any passengers under age 16, the same as any other car if driven on a public highway.
