Police Scanners in Cars

"Is it legal in Illinois to have a police scanner mounted in you car?"

No law prevents the use of mobile or hand held radio scanners in or out of vehicles. The only exception to this might be if the device was being used in furtherance of the commission of a crime or where it could be considered a tool of the crime. Having one mounted in your car, in itself, however is not illegal.
