Surrendering License upon request

I was stopped last week by a state trooper at one of those safety stops and because I am rarely stopped I have to say he was not nice either. He walked up to my car and asked me for my DL. I asked for what he said he could ask for my DL because his name was on the top without telling what I did. When I first starting driving my moons ago I was stop for the first time by a Chicago police man he asked for my DL and I did not ask any questions and I just gave it to him. Then he came back to the car to ask a questions and he said you know I am writing a ticket I said no he told me that I cut thru a gas station to avoid a light I said no I didn't I got gas and at the time I charged gas with my fathers credit card so I showed him the receipt and then he said don't give up your DL unless you know what you did because I would have given you a ticket for something I throught you did but didn't, So what gives them the right to ask for your DL without telling you the reason they want it.

First of all, I am sorry to hear that your contact with the State Police was less than favorable. Our officers are instructed to be courteous in their dealings with the public. Sometimes however, the way our officers are perceived can be tempered by the officer's need to deal with the situtation in an expeditious manner while working in traffic.
The Illinois Vehicle Code requires in 625 ILCS 5/6-112 that licensees shall have their Driver's License or permit in his or her possession, and display it upon demand of a Police Officer. It also specifies that "display" means the manual surrender of the license into the hands of the demanding officer for his inspection thereof.
That said, the Officer will normally tell you the reason for the stop and give you a chance to respond prior to writing a citation or warning. I hope that any future contact with the Illinois State Police will be more understanding and courteous. Thank you for writing and allowing me to respond to your concerns.
