Is necessarily a firearm owner. Could an ID card be issued if the
applicant does
not own a firearm?

Bob,
You do not have to own a firearm to get a FOID card. Some people have them in case they wish to buy one in the future, or to buy ammunition. Most shooting ranges that rent guns out while you're there also require that you have a FOID card. Hope that information is helpful.
